Assemble your team

Mill manager, head miller, maintenance supervisor, an experienced shift operator and your health & safety representative. Consulting workers is a legal duty under s 47 of the WHS Act 2011 (NSW).

Walk the mill twice

Once running under full load — to see roll nips, aspiration balance, sifter socks, and where dust escapes — and once shut down, to look inside roll stands, on high overhead purlins, and around dust collectors.

Work the register row by row

Review each of the 18 process units, delete rows for plant items not present, add site-specific units, and verify installed engineering controls against the hierarchy of control.

Re-score and act on routing columns

Score inherent and residual risk, then execute the permits (hot work, confined space), SWMS, and management plans called for by each row.

Engage accredited specialists for zoning

Explosion testing, hazardous area classification (AS/NZS 60079.10.2), and explosion vent design remain specialist engineering tasks — the assessment provides the documented baseline.

Sign off and enforce review cycles

Brief all shift millers, obtain PCBU approval, and review after any roll fire, sifter choke, vent activation, or at least every 12 months.

Do you inspect our flour mill on site?

No. This is a do-it-yourself assessment. We supply the legal structure, the NSW statutory provisions, and 72 pre-identified fire and explosion hazards typical of commercial wheat and grain flour mills, pre-scored as a baseline. Your internal engineering and milling team walks the facility and completes it.

Why would we do it ourselves rather than wait for a process safety consultant?

Because the duty to manage combustible dust applies right now under NSW law. Accredited hazardous areas and combustible dust engineers are scarce and booking an on-site audit can take months. Completing this assessment gives your mill an immediate, auditable risk management framework, and if you do engage an engineering specialist, they start from your completed register, saving significant consultancy hours.

Is it written for NSW law?

Yes. It cites the Work Health and Safety Act 2011 (NSW) and the Work Health and Safety Regulation 2025 (NSW) — Part 3.1 (ss 34–38), ss 43, 49–50, 51, 52, 53, 355, and 359 — together with AS/NZS 4745, AS/NZS 60079.10.2, and AS/NZS 1020. Our mill produces specialty flours (rye, wholemeal, spelt). Does this apply?

Yes. All grain flours and cereal starches are classified as combustible dusts with explosibility parameters falling within the St 1 dust class. The risk assessment includes indicative baseline values for white flour, wholemeal, semolina, and bran fines, with dedicated fields for your laboratory test reports.
